各省、自(zi)治區、直轄(xia)市及新疆(jiang)生產建(jian)設(she)兵團安委(wei)會(hui)、住房(fang)和城鄉建(jian)設(she)廳(ting)(ting)(局、委(wei))、交通運輸(shu)廳(ting)(ting)(局、委(wei))、水利廳(ting)(ting)(局)、國資委(wei),各地(di)區鐵(tie)路(lu)監管局,民航各地(di)區管理局,各鐵(tie)路(lu)局集團公司、各鐵(tie)路(lu)公司,有關中央企業(ye):
當(dang)前(qian)我國隧道(洞)建設規模巨大,但工(gong)程本質安全水(shui)平不高,坍塌、火災等事故(gu)時有(you)發生(sheng),安全生(sheng)產形勢嚴峻(jun)。為深(shen)入貫徹(che)落實習近(jin)平總(zong)書(shu)記關于安全生(sheng)產的(de)重(zhong)要論述精神(shen),深(shen)刻吸取近(jin)年來隧道施工(gong)安全事故(gu)教(jiao)訓,全面加強(qiang)隧道工(gong)程安全管(guan)理,有(you)效防控重(zhong)大安全風險,現提出(chu)如下(xia)意見。
一、總體要求
以習近平新時代(dai)中(zhong)(zhong)國特色社會主義思(si)想為(wei)指導,全面(mian)貫徹(che)(che)黨(dang)的二十大精神,堅持以人民為(wei)中(zhong)(zhong)心的發(fa)(fa)展思(si)想,統籌發(fa)(fa)展和(he)安全,貫徹(che)(che)“安(an)全(quan)第一、預防為主(zhu)、綜(zong)合治(zhi)理(li)”的(de)方針,堅持超(chao)前預控(kong)、全(quan)過程動態管(guan)理理念,進一步壓實(shi)安全(quan)生(sheng)產責任(ren),健全(quan)制度體系,強化重大風險管(guan)控(kong),夯實(shi)安全(quan)生(sheng)產基礎(chu),有效(xiao)防范隧道施(shi)工安全(quan)事故發生(sheng),更好保(bao)障(zhang)重大項目高質量建設,助力經濟高質量發展,切實(shi)保(bao)障(zhang)人民群眾生(sheng)命財產安全(quan)。
二(er)、壓實安全生(sheng)產責任
(一(yi))嚴格落(luo)實建設單位(wei)首要責任。各地各有關部門要研究(jiu)制定(ding)建(jian)(jian)(jian)設(she)單(dan)(dan)位(wei)(wei)(wei)(wei)安(an)全生產首要責(ze)任的具體規定(ding),督(du)促建(jian)(jian)(jian)設(she)單(dan)(dan)位(wei)(wei)(wei)(wei)加強事前預防(fang)管(guan)控,牽頭組織各參建(jian)(jian)(jian)單(dan)(dan)位(wei)(wei)(wei)(wei)建(jian)(jian)(jian)立全過程風(feng)險(xian)管(guan)控制度,健全參建(jian)(jian)(jian)單(dan)(dan)位(wei)(wei)(wei)(wei)考核檢查管(guan)理制度,強化對勘察、設(she)計(ji)、施工、監(jian)理、監(jian)測、檢測單(dan)(dan)位(wei)(wei)(wei)(wei)的安(an)全生產履約管(guan)理。建(jian)(jian)(jian)設(she)單(dan)(dan)位(wei)(wei)(wei)(wei)不具備項目管(guan)理條(tiao)件的,應當委托專業機(ji)構(gou)和(he)人員進行管(guan)理和(he)服務。政府(fu)投(tou)資(zi)項目建(jian)(jian)(jian)設(she)單(dan)(dan)位(wei)(wei)(wei)(wei)應當將履行基本(ben)建(jian)(jian)(jian)設(she)程序(xu)、質量(liang)安(an)全風(feng)險(xian)管(guan)控、合理工期、造價(jia)等事項納入“三重一大(da)”集體(ti)決策范圍,強化監督檢查和責任追究(jiu)。
(二(er))嚴格(ge)落實參建企業主體責任。施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)總承(cheng)包單(dan)位依法(fa)對施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)現(xian)場(chang)(chang)安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)負(fu)總責(ze),建立健全(quan)項(xiang)(xiang)目管(guan)理(li)(li)機(ji)構和現(xian)場(chang)(chang)安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)管(guan)理(li)(li)體系,落實(shi)全(quan)員安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)責(ze)任(ren)制(zhi),完(wan)善安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)條件(jian),組(zu)織開展施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)現(xian)場(chang)(chang)風(feng)險管(guan)控和隱患排查治理(li)(li)。隧道項(xiang)(xiang)目負(fu)責(ze)人必須在(zai)(zai)崗履(lv)職,按(an)要求帶班作(zuo)業,危(wei)大(da)工(gong)(gong)(gong)程等(deng)關(guan)鍵節點(dian)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)時(shi)必須指(zhi)派(pai)專職安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)管(guan)理(li)(li)人員到場(chang)(chang)指(zhi)揮監督。總承(cheng)包單(dan)位要與分包單(dan)位簽訂安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)管(guan)理(li)(li)協議,強化管(guan)理(li)(li)措(cuo)施(shi)(shi)(shi)(shi)并承(cheng)擔連(lian)帶責(ze)任(ren),不得轉包或違法(fa)分包。鼓勵施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)企(qi)業和項(xiang)(xiang)目配(pei)備(bei)安(an)(an)(an)全(quan)總監,并賦(fu)予(yu)相應職權。嚴(yan)格(ge)落實(shi)勘察(cha)設(she)計單(dan)位安(an)(an)(an)全(quan)責(ze)任(ren),依據相關(guan)標(biao)準規范,在(zai)(zai)設(she)計階(jie)段采(cai)取合(he)理(li)(li)措(cuo)施(shi)(shi)(shi)(shi)降低(di)隧道安(an)(an)(an)全(quan)風(feng)險,在(zai)(zai)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)圖中提出應對風(feng)險的(de)工(gong)(gong)(gong)程措(cuo)施(shi)(shi)(shi)(shi)和施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)安(an)(an)(an)全(quan)注(zhu)意事(shi)項(xiang)(xiang),在(zai)(zai)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)過程中做好設(she)計安(an)(an)(an)全(quan)交(jiao)底、施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)配(pei)合(he)和設(she)計巡(xun)查等(deng)工(gong)(gong)(gong)作(zuo)。嚴(yan)格(ge)落實(shi)監理(li)(li)單(dan)位安(an)(an)(an)全(quan)責(ze)任(ren),認真審查專項(xiang)(xiang)施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)方案,督促施(shi)(shi)(shi)(shi)工(gong)(gong)(gong)單(dan)位落實(shi)法(fa)律法(fa)規、規范標(biao)準和設(she)計有關(guan)要求,加強日(ri)常安(an)(an)(an)全(quan)檢(jian)查。
(三)強化屬(shu)地和部門監管(guan)責任。各(ge)地各(ge)有關部(bu)門要進(jin)一(yi)步提高思想認識,把隧道施(shi)工安全工作放在重要位置來抓,定期組(zu)織分析研判安全風險,組(zu)織有關部(bu)門按照職(zhi)責分工,對本行(xing)政區域內容易發生重大生產(chan)安全事故的單位進(jin)行(xing)嚴格(ge)檢查,及時采取(qu)針對性措施(shi)強化(hua)隧道施(shi)工安全。住房和城鄉(xiang)建(jian)設(she)、交通運輸、水利、鐵路、民航等行(xing)業主管部(bu)門要按照“三個必須”的(de)要求,依法(fa)(fa)加(jia)強本行(xing)業(ye)領(ling)域隧道施工(gong)安(an)(an)全(quan)生產監管(guan)(guan),建立(li)與(yu)公(gong)安(an)(an)、國資委(wei)、市場監管(guan)(guan)等(deng)部(bu)門協同聯動機制,強化聯合檢查(cha),嚴(yan)格執法(fa)(fa)處罰,定期公(gong)布典型執法(fa)(fa)案(an)例,依法(fa)(fa)落實失信行(xing)為認定記錄公(gong)布等(deng)信用監管(guan)(guan)制度,實現精準(zhun)監管(guan)(guan)和有效監管(guan)(guan)。各級(ji)安(an)(an)委(wei)會(hui)要把隧道施工(gong)安(an)(an)全(quan)納入對(dui)地方政府和有關(guan)部(bu)門安(an)(an)全(quan)生產考核巡查(cha)的(de)重要內容,按照規定對(dui)隧道施工(gong)安(an)(an)全(quan)事故進行(xing)掛牌督辦,對(dui)事故有關(guan)責任企業(ye)和部(bu)門進行(xing)約談通報。
三、健(jian)全制度(du)體(ti)系
(四)完善法規(gui)標準。各地各有關部門要推動地方性法(fa)規、規章制(zhi)修訂工作,明確EPC、BOT、PPP、代建(jian)及(ji)其他(ta)模式下各參建(jian)單位(wei)(wei)安(an)(an)全管(guan)理職責(ze),構(gou)建(jian)以建(jian)設單位(wei)(wei)為主(zhu)導、以施(shi)工單位(wei)(wei)為主(zhu)體、以施(shi)工現(xian)場為核心的(de)(de)安(an)(an)全生產(chan)管(guan)理體系,加大對(dui)違(wei)法違(wei)規(gui)行(xing)為的(de)(de)處罰力度。研究制定隧道(dao)工程(cheng)項目(mu)管(guan)理人員的(de)(de)配備規(gui)定和從業規(gui)范,提高(gao)現(xian)場安(an)(an)全管(guan)理能力。加強軟巖(yan)大變(bian)形、復合地(di)層、高(gao)地(di)應力、高(gao)地(di)溫、富水、高(gao)瓦斯、高(gao)寒(han)高(gao)海拔(ba)、穿(chuan)越超大城(cheng)市中心城(cheng)區等復雜地(di)質環境條件公(gong)路、鐵(tie)路等隧道(dao)安(an)(an)全標準(zhun)制修訂。加快制定完善隧道(dao)施(shi)工風險清單和重大事(shi)故隱(yin)患(huan)判定標準(zhun)。
(五)建(jian)立合理(li)工期和造價保障(zhang)機制。指(zhi)導建設單位依法(fa)改進(jin)評(ping)標(biao)方法(fa),嚴格限定(ding)最低投標(biao)價法(fa)的適用范圍,合理界定(ding)成本價格,解決低質低價中標(biao)帶(dai)來的安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)投入不(bu)(bu)足的問題。對技術風險高、施工(gong)難度(du)大的隧道(dao)工(gong)程項目,應提(ti)高安(an)(an)全(quan)(quan)(quan)生(sheng)產(chan)費用提(ti)取標(biao)準。要從保(bao)證工(gong)程安(an)(an)全(quan)(quan)(quan)和質量(liang)的角度(du),科(ke)學確定(ding)合理工(gong)期及每個階段(duan)所需的合理時間(jian),及時協(xie)調解決影響工(gong)程進(jin)度(du)的各類(lei)問題。嚴格執(zhi)行建設工(gong)期,不(bu)(bu)得隨意壓(ya)縮(suo)合理工(gong)期。確需調整(zheng)工(gong)期的,必(bi)須經(jing)過充分論證,并采取相應措施,優化施工(gong)組織,確保(bao)工(gong)程安(an)(an)全(quan)(quan)(quan)質量(liang)。
(六)完善現場安全管理制度。督(du)(du)促施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)現(xian)場(chang)建(jian)立(li)隧道關鍵(jian)工(gong)(gong)(gong)序或工(gong)(gong)(gong)序調整施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)前核查驗收制度,落(luo)實關鍵(jian)工(gong)(gong)(gong)序施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)前的參建(jian)各(ge)方(fang)審查責任。建(jian)立(li)健全(quan)施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)方(fang)案落(luo)實監(jian)督(du)(du)和(he)糾正機制,強化施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)單(dan)位項(xiang)目管理(li)班子對(dui)作業班組的穿透(tou)式(shi)管理(li),嚴格施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)現(xian)場(chang)監(jian)理(li)監(jian)督(du)(du)檢(jian)查,防止施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)方(fang)案和(he)現(xian)場(chang)施(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)“兩(liang)張皮”。依法(fa)制定風險分(fen)級(ji)管(guan)控和(he)隱患排查治理、項(xiang)目安全(quan)風險管(guan)理、重大生產安全(quan)事(shi)故隱患報告(gao)以及(ji)安全(quan)教育培(pei)訓等制度,規范管(guan)控行(xing)為。嚴格控制進洞(dong)(dong)人員(yuan)數量和(he)洞(dong)(dong)內高危點(dian)位人員(yuan)數量,嚴防人員(yuan)聚(ju)集增大事(shi)故風險。
(七)優化分包安(an)全(quan)管理手段。鼓勵施工總承包單位建立分包單位“紅名單”“黑(hei)名單”,加強(qiang)(qiang)對進場施工(gong)(gong)分(fen)包(bao)單(dan)(dan)位(wei)和(he)(he)從業人員(yuan)(yuan)的(de)資質資格審核,杜絕(jue)無資質隊伍和(he)(he)無上崗能力的(de)人員(yuan)(yuan)進場施工(gong)(gong)。將專(zhuan)業分(fen)包(bao)單(dan)(dan)位(wei)和(he)(he)勞務分(fen)包(bao)隊伍納入總(zong)承包(bao)單(dan)(dan)位(wei)安全生產管(guan)理(li)(li)體系統一管(guan)理(li)(li),嚴格執行施工(gong)(gong)人員(yuan)(yuan)實名制管(guan)理(li)(li)。分(fen)包(bao)單(dan)(dan)位(wei)應(ying)嚴格落實施工(gong)(gong)專(zhuan)業技(ji)術人員(yuan)(yuan)配備標準。對于(yu)特長(chang)隧道、特大斷(duan)面隧道以及地質條件復雜(za)隧道工(gong)(gong)程,總(zong)承包(bao)單(dan)(dan)位(wei)必須采(cai)取(qu)更加嚴格措施強(qiang)(qiang)化分(fen)包(bao)單(dan)(dan)位(wei)選擇和(he)(he)現場作業管(guan)理(li)(li)。
四、提升(sheng)重大(da)風險防范(fan)化解能力
(八)加(jia)強(qiang)勘察(cha)設(she)計源頭風險防范。嚴(yan)格按照法律法規和(he)(he)強(qiang)制性標準進行勘察(cha)(cha)(cha)和(he)(he)設(she)(she)(she)計,確保地質、水文等勘察(cha)(cha)(cha)成果真實準確,隧(sui)道斷面、支護措施(shi)(shi)和(he)(he)設(she)(she)(she)計概算等科(ke)學(xue)合(he)(he)理,從(cong)勘察(cha)(cha)(cha)設(she)(she)(she)計源頭防(fang)范化(hua)解安全(quan)(quan)(quan)風(feng)險(xian),防(fang)止因勘察(cha)(cha)(cha)工(gong)(gong)作錯誤或設(she)(she)(she)計不(bu)(bu)合(he)(he)理造成生(sheng)產安全(quan)(quan)(quan)事(shi)故。高風(feng)險(xian)隧(sui)道應開展(zhan)專項(xiang)安全(quan)(quan)(quan)設(she)(she)(she)計和(he)(he)綜(zong)合(he)(he)風(feng)險(xian)評估,確定(ding)合(he)(he)理工(gong)(gong)期指標、設(she)(she)(she)計充分(fen)輔助措施(shi)(shi)、科(ke)學(xue)制定(ding)施(shi)(shi)工(gong)(gong)工(gong)(gong)期,實施(shi)(shi)過(guo)程(cheng)(cheng)中(zhong)做好(hao)超前(qian)地質預(yu)報,突水突泥(ni)等風(feng)險(xian)區段(duan)應嚴(yan)格落(luo)實有(you)疑必探、先探后挖、不(bu)(bu)探不(bu)(bu)挖。加強(qiang)施(shi)(shi)工(gong)(gong)現場勘察(cha)(cha)(cha)、設(she)(she)(she)計單位配(pei)合(he)(he),強(qiang)化(hua)動態(tai)設(she)(she)(she)計,關鍵節點(dian)施(shi)(shi)工(gong)(gong)前(qian)參與檢查和(he)(he)驗收(shou),并(bing)做好(hao)工(gong)(gong)程(cheng)(cheng)施(shi)(shi)工(gong)(gong)過(guo)程(cheng)(cheng)的后評估,對揭(jie)示地質條件與勘察(cha)(cha)(cha)設(she)(she)(she)計不(bu)(bu)符的,動態(tai)調整(zheng)開挖方案、支護參數、輔助設(she)(she)(she)施(shi)(shi)、施(shi)(shi)工(gong)(gong)資源等綜(zong)合(he)(he)風(feng)險(xian)應對措施(shi)(shi)。
(九)嚴格施工現場重大風險管控(kong)。嚴格(ge)安全風險(xian)評估制(zhi)度,建立風險(xian)工(gong)(gong)點管(guan)理清(qing)單。組織(zhi)制(zhi)定專項施(shi)工(gong)(gong)方(fang)案(an),落實(shi)方(fang)案(an)審批及專家論(lun)證流(liu)程,規(gui)范施(shi)工(gong)(gong)工(gong)(gong)序管(guan)理,按(an)照方(fang)案(an)開展交底、施(shi)工(gong)(gong)和驗收工(gong)(gong)作(zuo),落實(shi)錨噴(pen)支護施(shi)作(zuo)的質量和及時性、控(kong)制(zhi)施(shi)工(gong)(gong)步距和開挖循環進(jin)尺(chi)、強化(hua)監控(kong)量測(ce)反(fan)饋(kui)預警等措施(shi)規(gui)定。嚴格(ge)落實(shi)方(fang)案(an)變更論(lun)證審查程序,嚴防通(tong)過“設計優化(hua)”“工藝變更”“材料替代”等(deng)形(xing)式(shi)降(jiang)低標準,增大安(an)全(quan)(quan)風險。強(qiang)化進洞施工人員管(guan)控和(he)安(an)全(quan)(quan)技術交底,加強(qiang)對作業人員崗位(wei)安(an)全(quan)(quan)生產和(he)應急避險知識的培(pei)訓教(jiao)育,以及典型事(shi)故(gu)案例(li)警(jing)示教(jiao)育,對超(chao)前處理(li)、鉆孔、爆破(po)、找頂、支護、襯砌、動火、鋪(pu)軌等(deng)關(guan)鍵作業工序(xu),監理(li)人員應加強(qiang)監督,項目部管(guan)理(li)人員必須(xu)進行旁站監督。對于按照規定需(xu)要進行第三(san)方監測的危大工程(cheng),建設單位(wei)應當(dang)委托獨立(li)的第三(san)方單位(wei)進行監測。
(十)深化事故隱患(huan)排查治(zhi)理。按(an)照隱患動態(tai)“清(qing)零(ling)”的原則(ze),督促加強施工現(xian)場“日(ri)檢、周檢、月檢”等常態化排(pai)查治(zhi)理,開展(zhan)季(ji)節性(xing)、節假日、重大活(huo)動等專項(xiang)排(pai)查,及時制止和糾正(zheng)違章指(zhi)揮(hui)、強令冒險(xian)作(zuo)(zuo)業、違反操作(zuo)(zuo)規(gui)程的行為。建立重大隱患舉(ju)報獎勵和掛(gua)牌督辦(ban)制度,充(chong)分運用信息(xi)化手段,實施問題隱患清(qing)單化管理和閉環(huan)管理。
(十(shi)一)提高應急處置水平。針(zhen)對地區環(huan)境(jing)(jing)、隧道(dao)類型、地質水(shui)文條件和(he)風險類別等(deng)特點,指導參建(jian)單位制(zhi)定(ding)綜合應(ying)(ying)(ying)急(ji)預(yu)案(an)、專項應(ying)(ying)(ying)急(ji)預(yu)案(an)和(he)現場處(chu)置(zhi)方案(an)。加(jia)強應(ying)(ying)(ying)急(ji)演練,制(zhi)定(ding)演練計劃,每半(ban)年至(zhi)少組織一(yi)次應(ying)(ying)(ying)急(ji)預(yu)案(an)演練,使所(suo)有(you)參建(jian)人員熟悉(xi)應(ying)(ying)(ying)急(ji)處(chu)置(zhi)和(he)逃(tao)生方式(shi)。與臨近救(jiu)援力(li)量簽訂救(jiu)助(zhu)協議,按規定(ding)配備(bei)應(ying)(ying)(ying)急(ji)物資(zi)、裝備(bei),定(ding)期進行檢測(ce)維護,使其處(chu)于適用(yong)狀態。與當地氣象、水(shui)利、自然(ran)資(zi)源、地震等(deng)部門建(jian)立聯動工作(zuo)機制(zhi),開(kai)展項目營(ying)地、場站、臨時作(zuo)業場所(suo)環(huan)境(jing)(jing)風險評估,遇重大事故或(huo)自然(ran)災(zai)害(hai)前(qian)兆(zhao),及時發布預(yu)警,采取(qu)停止(zhi)作(zuo)業、撤離(li)人員等(deng)方式(shi),嚴禁冒險作(zuo)業。事故發生后(hou),有(you)關地區應(ying)(ying)(ying)當充(chong)分發揮多(duo)部門協同作(zuo)用(yong),做好應(ying)(ying)(ying)急(ji)處(chu)置(zhi)和(he)事故調查工作(zuo)。
五、夯實安全(quan)生產(chan)基礎
(十二)加快培(pei)養隧(sui)道施(shi)工安全管理人才。加(jia)(jia)快培(pei)養(yang)隧道工程技(ji)術、施工生產、安全管(guan)理人(ren)員,培(pei)育成熟(shu)、穩(wen)定、專業的人(ren)才隊伍。加(jia)(jia)強常態化技(ji)能(neng)培(pei)訓,采取績(ji)效(xiao)和(he)獎勵(li)掛(gua)鉤機(ji)制,鼓勵(li)一線管(guan)理人(ren)員考取相(xiang)應(ying)職業資(zi)格,提升(sheng)安全管(guan)理知識和(he)技(ji)能(neng)。大力推進校企合作(zuo),鼓勵(li)企業根據隧道施工實際需求(qiu),采取訂(ding)單式培(pei)養(yang)方(fang)式,培(pei)養(yang)隧道施工專業人(ren)才。
(十三)推進核心技術工人隊(dui)伍建設。鼓勵施(shi)工(gong)(gong)(gong)企業(ye)(ye)(ye)(ye)通過培(pei)育自(zi)有建(jian)筑(zhu)工(gong)(gong)(gong)人(ren)、吸納高技能技術(shu)工(gong)(gong)(gong)人(ren)和職(zhi)業(ye)(ye)(ye)(ye)院(yuan)校畢業(ye)(ye)(ye)(ye)生等方式(shi),建(jian)立相對穩定(ding)的(de)核心(xin)技術(shu)工(gong)(gong)(gong)人(ren)隊伍(wu)。鼓勵發包(bao)人(ren)在同等條(tiao)件下優先選擇自(zi)有建(jian)筑(zhu)工(gong)(gong)(gong)人(ren)占比大的(de)施(shi)工(gong)(gong)(gong)企業(ye)(ye)(ye)(ye)。建(jian)立健全建(jian)筑(zhu)工(gong)(gong)(gong)人(ren)終身職(zhi)業(ye)(ye)(ye)(ye)技能培(pei)訓和考核評價體系,建(jian)立企業(ye)(ye)(ye)(ye)間培(pei)訓教育互(hu)認平臺,避免重復無效培(pei)訓。營造職(zhi)業(ye)(ye)(ye)(ye)技能等級與勞(lao)動報酬(chou)掛鉤的(de)市場(chang)環境,增強(qiang)工(gong)(gong)(gong)人(ren)接(jie)受安全培(pei)訓教育的(de)積(ji)極(ji)性(xing)。
(十四)加(jia)大先進工藝技(ji)術(shu)推廣(guang)應用。大(da)力實(shi)施“科技興安”,推進“機(ji)械(xie)化(hua)換(huan)人、自動(dong)化(hua)減人”,加大機(ji)械化、信息化及先進(jin)技術推廣應(ying)用,鼓勵采用TBM、盾(dun)構、礦(kuang)山(shan)法全工(gong)(gong)序機(ji)械(xie)化(hua)配套(tao)等施(shi)工(gong)(gong)工(gong)(gong)藝工(gong)(gong)法,加快(kuai)推進先進施(shi)工(gong)(gong)裝備、智能設(she)備的研發(fa)、制(zhi)造和(he)應用,提高機(ji)械(xie)化(hua)施(shi)工(gong)(gong)程度。推動提升隧道(dao)工(gong)(gong)程項目信息化(hua)、智能化(hua)和(he)精(jing)細化(hua)管理水平。加快(kuai)淘(tao)汰嚴(yan)重危及安全的施(shi)工(gong)(gong)工(gong)(gong)藝、設(she)備和(he)材料。
六、強化支(zhi)撐保障
(十五(wu))注重示范(fan)引導(dao)。各(ge)(ge)地(di)各(ge)(ge)有(you)關部門要(yao)及時總結(jie)和(he)推廣(guang)典型經驗(yan)和(he)做法,加強隧道施(shi)工企(qi)業(ye)(ye)、隧道建設(she)項(xiang)目安(an)全生(sheng)產(chan)示范創建工作,推動新(xin)技術、新(xin)裝(zhuang)備、新(xin)工藝(yi)、新(xin)管理(li)模式(shi)的應(ying)用,形成一批可(ke)復制(zhi)、可(ke)推廣(guang)的創新(xin)成果。對安(an)全管理(li)規(gui)范、三年內未發(fa)生(sheng)生(sheng)產(chan)安(an)全事故和(he)涉(she)險(xian)事件的參建企(qi)業(ye)(ye),可(ke)給(gei)予(yu)提高(gao)安(an)全生(sheng)產(chan)措施(shi)費撥付比例、依法適當減少(shao)執法檢查頻次、支持(chi)申請政策性資金(jin)和(he)各(ge)(ge)類評優(you)評先等激勵措施(shi)。有(you)關中(zhong)央企(qi)業(ye)(ye)要(yao)強化示范引領,帶(dai)動全行業(ye)(ye)安(an)全管理(li)水平提升。
(十六)充分(fen)發揮市(shi)場機制作用。依法(fa)推行(xing)(xing)安全生產責任(ren)險,切實發揮保險機構(gou)參與(yu)風險評估和事故預防作用(yong)。培育(yu)壯大安全咨詢(xun)行(xing)(xing)業(ye),鼓(gu)勵建設單位、施(shi)工(gong)企(qi)業(ye)聘用(yong)第三(san)方專業(ye)服(fu)務機構(gou)參與(yu)安全管(guan)理(li),破解(jie)部分企(qi)業(ye)自身安全管(guan)理(li)能(neng)力不(bu)足的(de)難題(ti)。鼓(gu)勵各行(xing)(xing)業(ye)主管(guan)部門(men)通過政府購買服(fu)務等方式,彌補監管(guan)人員力量不(bu)足的(de)短板,強化(hua)隧道施(shi)工(gong)安全監管(guan)專業(ye)能(neng)力。
