山西省推進服務業提質增效(xiao)2023年行(xing)動計劃
為全面深入貫徹(che)落實省委(wei)、省政府關于服務(wu)業(ye)發展(zhan)(zhan)的決策部署(shu),加(jia)快促(cu)進服務(wu)業(ye)穩定恢復發展(zhan)(zhan),增強經(jing)濟發展(zhan)(zhan)內生動(dong)力(li),結合(he)實際(ji)制定本行動(dong)計劃。
一、總體要求
堅(jian)持以(yi)習近平新(xin)時(shi)代中國特色(se)社(she)會主(zhu)(zhu)義(yi)思(si)想為(wei)指導,全(quan)面貫(guan)徹落實黨的(de)二(er)十(shi)大(da)精神和習近平總書記(ji)考察調(diao)研山西重(zhong)要講話重(zhong)要指示精神,堅(jian)持穩(wen)(wen)中求(qiu)進(jin)(jin)(jin)工作總基調(diao),按照加快推動高質量(liang)發(fa)展(zhan)的(de)要求(qiu),聚焦(jiao)提振(zhen)微觀主(zhu)(zhu)體信(xin)心(xin),加快促進(jin)(jin)(jin)生(sheng)活性服務(wu)(wu)業恢復發(fa)展(zhan),在更廣范(fan)圍激發(fa)市(shi)場活力(li);聚焦(jiao)產業轉型(xing)(xing)升(sheng)級需(xu)求(qiu),著(zhu)力(li)推動生(sheng)產性服務(wu)(wu)業提升(sheng)發(fa)展(zhan),在更高水平上支撐制造(zao)業轉型(xing)(xing);進(jin)(jin)(jin)一(yi)步幫助服務(wu)(wu)業企業紓困解(jie)難,促進(jin)(jin)(jin)服務(wu)(wu)業穩(wen)(wen)定增長。
二、促(cu)進生活性(xing)服務業恢復發展
(一)商貿服(fu)務(wu)
1.加速“煙(yan)火(huo)氣”回歸。持(chi)(chi)續開(kai)展(zhan)“晉(jin)情(qing)消(xiao)費(fei)(fei)(fei)·品質生(sheng)活(huo)”系列(lie)促(cu)消(xiao)費(fei)(fei)(fei)活(huo)動,支持(chi)(chi)商(shang)(shang)貿零售、住宿餐飲等(deng)重點領域消(xiao)費(fei)(fei)(fei),促(cu)進汽車、家電、家居、油品等(deng)大宗商(shang)(shang)品消(xiao)費(fei)(fei)(fei)。推動夜間(jian)(jian)(jian)經(jing)濟發展(zhan),修(xiu)訂(ding)完善夜間(jian)(jian)(jian)經(jing)濟集(ji)聚區認定標準,建(jian)(jian)立動態(tai)調整機(ji)制(zhi)。豐富夜間(jian)(jian)(jian)文(wen)化和旅游(you)消(xiao)費(fei)(fei)(fei)供給,打(da)(da)造文(wen)化特色更加鮮明的(de)夜間(jian)(jian)(jian)消(xiao)費(fei)(fei)(fei)場(chang)景。科學合理規劃建(jian)(jian)設各類“煙(yan)火(huo)氣”空間(jian)(jian)(jian)場(chang)所,持(chi)(chi)續推進便民(min)經(jing)營點優(you)化設置和規范管(guan)理,簡化夜間(jian)(jian)(jian)活(huo)動審批程序(xu),探索(suo)實(shi)行包容(rong)審慎市場(chang)監管(guan),不(bu)斷優(you)化夜間(jian)(jian)(jian)消(xiao)費(fei)(fei)(fei)營商(shang)(shang)環境。借力電商(shang)(shang)平臺技術(shu)、流量、場(chang)景和資源優(you)勢,打(da)(da)造“小而美”網紅品牌,提(ti)升“人氣”口碑。(省商(shang)(shang)務廳(ting)、省住建(jian)(jian)廳(ting)、省文(wen)旅廳(ting)、省市場(chang)監管(guan)局按照職責(ze)分(fen)工(gong)負責(ze))
2.加快住宿餐(can)(can)(can)飲恢復發展(zhan)。繼續開展(zhan)“品鑒山(shan)西(xi)美食(shi)(shi)·晉享山(shan)西(xi)味道”餐(can)(can)(can)飲品牌(pai)推廣活動,舉(ju)辦中國(guo)山(shan)西(xi)面食(shi)(shi)文化節,制作(zuo)(zuo)山(shan)西(xi)美食(shi)(shi)大全,打(da)造(zao)山(shan)西(xi)美食(shi)(shi)旅游(you)路線。鼓勵傳(chuan)統餐(can)(can)(can)飲企(qi)業加強與互(hu)聯網訂(ding)餐(can)(can)(can)平(ping)臺合作(zuo)(zuo),推廣“中央廚房+線下配送”等經營(ying)模式。以(yi)旅游(you)、會(hui)展(zhan)等活動為契機,完善(shan)服務供(gong)應鏈條,拉動餐(can)(can)(can)飲業和住宿業市場(chang)需求(qiu)。(省商務廳負責)
3.加快推進消費(fei)場(chang)景和平臺創(chuang)建(jian)。支持太原、大同打造區域(yu)消費(fei)中心(xin)城(cheng)(cheng)市(shi)。推動(dong)太原市(shi)鐘樓街(jie)(jie)、忻州(zhou)古城(cheng)(cheng)步(bu)行(xing)街(jie)(jie)創(chuang)建(jian)國(guo)家級(ji)示范步(bu)行(xing)街(jie)(jie),加快中正天街(jie)(jie)、長治(zhi)市(shi)城(cheng)(cheng)隍廟(miao)等(deng)省級(ji)步(bu)行(xing)街(jie)(jie)提升(sheng)品質。在全省開展步(bu)行(xing)街(jie)(jie)(商(shang)(shang)圈(quan))促(cu)消費(fei)活動(dong),發(fa)揮9條省級(ji)步(bu)行(xing)街(jie)(jie)(商(shang)(shang)圈(quan))的消費(fei)主陣地作用,激發(fa)城(cheng)(cheng)市(shi)消費(fei)新活力(li)。抓好(hao)晉中、忻州(zhou)、朔州(zhou)等(deng)省級(ji)“一刻鐘便(bian)民(min)生(sheng)活圈(quan)”試點建(jian)設(she)。(省商(shang)(shang)務(wu)廳負(fu)責)
4.推(tui)進(jin)縣域商業(ye)體系(xi)(xi)建(jian)(jian)設。補齊(qi)商品市(shi)場短板(ban),支持20個縣(市(shi)、區(qu))推(tui)進(jin)縣域商業(ye)體系(xi)(xi)建(jian)(jian)設,新建(jian)(jian)或改造鄉鎮(zhen)商貿(mao)中心(xin)10個、縣級物流配(pei)(pei)送中心(xin)10個,推(tui)進(jin)公益性大型農(nong)貿(mao)市(shi)場建(jian)(jian)設。引導郵(you)快、交快、快快深度合作(zuo),推(tui)動(dong)100個鄉村(cun)e鎮(zhen)全部(bu)建(jian)(jian)成(cheng)運營,構建(jian)(jian)“產業(ye)+電(dian)商+配(pei)(pei)套”生(sheng)態,推(tui)動(dong)農(nong)村(cun)電(dian)子商務體系(xi)(xi)和快遞物流體系(xi)(xi)貫(guan)通(tong)發展。(省(sheng)(sheng)(sheng)商務廳(ting)、省(sheng)(sheng)(sheng)農(nong)業(ye)農(nong)村(cun)廳(ting)、省(sheng)(sheng)(sheng)交通(tong)廳(ting)、省(sheng)(sheng)(sheng)郵(you)政管(guan)理局按(an)照職責分工(gong)負(fu)責)
5.推(tui)動(dong)家(jia)(jia)政(zheng)(zheng)服務(wu)(wu)(wu)提(ti)質(zhi)擴容。持續開展“家(jia)(jia)政(zheng)(zheng)興農(nong)”行動(dong),指導(dao)各地(di)落實家(jia)(jia)政(zheng)(zheng)服務(wu)(wu)(wu)領域助企(qi)紓困政(zheng)(zheng)策,做好(hao)家(jia)(jia)政(zheng)(zheng)服務(wu)(wu)(wu)脫貧和返貧風險(xian)人(ren)員穩崗返崗。提(ti)升家(jia)(jia)政(zheng)(zheng)服務(wu)(wu)(wu)業企(qi)業運行管(guan)理(li)水平(ping),強化家(jia)(jia)政(zheng)(zheng)服務(wu)(wu)(wu)業企(qi)業的品牌建(jian)(jian)設(she)、標準化推(tui)廣、誠(cheng)信(xin)體系建(jian)(jian)設(she),推(tui)動(dong)家(jia)(jia)政(zheng)(zheng)服務(wu)(wu)(wu)業高(gao)質(zhi)量發展。(省(sheng)商務(wu)(wu)(wu)廳負責)
(二)文(wen)化旅游體(ti)育
6.提振文旅(lv)市場。持(chi)續實(shi)施(shi)“好鄰居(ju)多走動”活(huo)動,深化與重點(dian)(dian)客源地交流,積極融(rong)入(ru)京津冀“朋(peng)友圈(quan)”,在長三角(jiao)(jiao)、珠三角(jiao)(jiao)、粵(yue)港澳地區(qu)打響山西文旅(lv)品牌。加快推進保(bao)險代替保(bao)證金試點(dian)(dian)工作,促進出入(ru)境旅(lv)游有序(xu)恢(hui)復。開展“引(yin)客入(ru)晉(jin)”旅(lv)行社獎(jiang)勵,依據旅(lv)行社接引(yin)游客數量(liang)、游客參觀景區(qu)數量(liang)及留晉(jin)天數分梯次兌現(xian)獎(jiang)金,引(yin)導旅(lv)行社優(you)化服務水平,提高接引(yin)游客能力。(省文旅(lv)廳負責)
7.加快景(jing)(jing)區(qu)提質升級(ji)。深入(ru)實施龍頭(tou)景(jing)(jing)區(qu)梯次打(da)造培(pei)育計劃(hua),推動A級(ji)景(jing)(jing)區(qu)倍(bei)增。支(zhi)持(chi)晉祠天龍山、關帝廟(miao)、王莽嶺(ling)景(jing)(jing)區(qu)按(an)序創建國家5A級(ji)旅(lv)游景(jing)(jing)區(qu),支(zhi)持(chi)喬家大院(yuan)復牌(pai)5A級(ji)旅(lv)游景(jing)(jing)區(qu)。推進旅(lv)游景(jing)(jing)區(qu)智慧化建設(she),支(zhi)持(chi)和指導(dao)各(ge)地區(qu)因地制宜建設(she)特色化智慧化旅(lv)游景(jing)(jing)區(qu)。(省文(wen)旅(lv)廳負責)
8.推動文旅(lv)業(ye)態(tai)融合創新(xin)發(fa)展(zhan)。扎實推進文旅(lv)康(kang)養(yang)(yang)旅(lv)游(you)(you),集(ji)中打造10個文旅(lv)康(kang)養(yang)(yang)集(ji)聚(ju)(ju)區(qu),集(ji)聚(ju)(ju)一批星級酒店、精(jing)品(pin)(pin)民宿、特色(se)文創、旅(lv)游(you)(you)服(fu)務、康(kang)養(yang)(yang)等市(shi)場主體。辦好大同(tong)康(kang)養(yang)(yang)峰會和晉城康(kang)養(yang)(yang)大會,打響“康(kang)養(yang)(yang)山西·夏養(yang)(yang)山西”品(pin)(pin)牌。持(chi)續(xu)發(fa)展(zhan)休(xiu)閑旅(lv)游(you)(you),推進文化(hua)特色(se)鮮明的文化(hua)旅(lv)游(you)(you)休(xiu)閑街(jie)區(qu)、夜間文化(hua)和旅(lv)游(you)(you)消費(fei)(fei)集(ji)聚(ju)(ju)區(qu)創建,打造新(xin)型旅(lv)游(you)(you)消費(fei)(fei)業(ye)態(tai)。全(quan)面發(fa)展(zhan)紅(hong)色(se)旅(lv)游(you)(you)、工(gong)業(ye)旅(lv)游(you)(you)、鄉村旅(lv)游(you)(you)、研學(xue)旅(lv)游(you)(you)等多種(zhong)業(ye)態(tai),打造一批精(jing)品(pin)(pin)旅(lv)游(you)(you)線路,提(ti)升文旅(lv)產(chan)品(pin)(pin)品(pin)(pin)質,形成(cheng)更多新(xin)增長點(dian)、增長極。(省文旅(lv)廳、省民政廳按照(zhao)職責分工(gong)負(fu)責)
9.提(ti)升(sheng)(sheng)旅(lv)(lv)(lv)游服務質量(liang)(liang)。實施旅(lv)(lv)(lv)游安全(quan)質量(liang)(liang)、服務質量(liang)(liang)和環境質量(liang)(liang)“三提(ti)升(sheng)(sheng)”行動(dong)(dong)。強化(hua)A級景(jing)區動(dong)(dong)態管(guan)(guan)理(li),加強對星級飯(fan)店、旅(lv)(lv)(lv)游民宿的引導和管(guan)(guan)理(li),提(ti)升(sheng)(sheng)標準(zhun)化(hua)管(guan)(guan)理(li)水平。嚴厲打擊“不(bu)合理(li)低價”行為(wei)。實施導游素質提(ti)升(sheng)(sheng)工程,暢通旅(lv)(lv)(lv)游投訴渠(qu)道。推動(dong)(dong)山西(xi)文旅(lv)(lv)(lv)綜合管(guan)(guan)理(li)智慧平臺建(jian)設,積極推進以信用監管(guan)(guan)為(wei)基礎的新(xin)型監管(guan)(guan)機(ji)制。實施“滿意(yi)在山西(xi)”工程,營(ying)造良好旅(lv)(lv)(lv)游氛圍。(省文旅(lv)(lv)(lv)廳負責(ze))
10.豐富(fu)體(ti)(ti)育(yu)健(jian)身活動。圍(wei)繞重要節慶和(he)時間節點,舉(ju)辦形(xing)式多(duo)樣、豐富(fu)多(duo)彩的(de)全(quan)民健(jian)身系列活動。打造(zao)群(qun)眾身邊體(ti)(ti)育(yu)健(jian)身圈行動,加快實施54個全(quan)民健(jian)身場地器材補短板工(gong)程鄉(xiang)鎮、街道(dao)項(xiang)目和(he)20個社(she)區全(quan)民健(jian)身中(zhong)心項(xiang)目建(jian)設(she)任(ren)務。(省(sheng)體(ti)(ti)育(yu)局負責)
(三(san))養老服務
11.推(tui)(tui)進基(ji)本(ben)養(yang)老(lao)(lao)服(fu)務體系建(jian)設。出(chu)臺(tai)省級基(ji)本(ben)養(yang)老(lao)(lao)服(fu)務體系建(jian)設實施方案,制(zhi)定(ding)全省基(ji)本(ben)養(yang)老(lao)(lao)服(fu)務清(qing)單,推(tui)(tui)動各市出(chu)臺(tai)養(yang)老(lao)(lao)服(fu)務清(qing)單,健(jian)全基(ji)本(ben)養(yang)老(lao)(lao)服(fu)務制(zhi)度(du)。強化(hua)農(nong)村養(yang)老(lao)(lao)服(fu)務,開展農(nong)村區域性養(yang)老(lao)(lao)服(fu)務中(zhong)心建(jian)設試點,抓好農(nong)村老(lao)(lao)年(nian)人日間照(zhao)料中(zhong)心運營(ying)。(省民(min)政(zheng)廳(ting)負(fu)責(ze))
12.實(shi)施(shi)(shi)(shi)社(she)(she)(she)區(qu)(qu)(qu)(qu)養(yang)老(lao)(lao)服(fu)務(wu)(wu)提升工程(cheng)。實(shi)施(shi)(shi)(shi)100個城鎮社(she)(she)(she)區(qu)(qu)(qu)(qu)養(yang)老(lao)(lao)幸(xing)福工程(cheng),鼓勵同步(bu)實(shi)施(shi)(shi)(shi)市、縣級(ji)幸(xing)福工程(cheng),提升社(she)(she)(she)區(qu)(qu)(qu)(qu)養(yang)老(lao)(lao)服(fu)務(wu)(wu)設(she)施(shi)(shi)(shi)覆蓋率。在(zai)老(lao)(lao)舊(jiu)小區(qu)(qu)(qu)(qu)改造(zao)中,補(bu)建改造(zao)一批社(she)(she)(she)區(qu)(qu)(qu)(qu)養(yang)老(lao)(lao)服(fu)務(wu)(wu)設(she)施(shi)(shi)(shi),積極發展社(she)(she)(she)區(qu)(qu)(qu)(qu)食堂、老(lao)(lao)年餐廳(ting)。繼續開展社(she)(she)(she)區(qu)(qu)(qu)(qu)養(yang)老(lao)(lao)服(fu)務(wu)(wu)“1251”工程(cheng),壯大社(she)(she)(she)區(qu)(qu)(qu)(qu)居(ju)家(jia)養(yang)老(lao)(lao)服(fu)務(wu)(wu)業(ye)態,培育養(yang)老(lao)(lao)服(fu)務(wu)(wu)品牌。(省民政廳(ting)、省住建廳(ting)按照職責分工負責)
13.開(kai)展特(te)殊(shu)(shu)困難家庭適老(lao)(lao)化改造(zao)(zao)。針對特(te)殊(shu)(shu)困難高齡(ling)、失能、殘疾老(lao)(lao)年人需求,推(tui)動各地開(kai)展特(te)殊(shu)(shu)困難家庭適老(lao)(lao)化改造(zao)(zao),積極探索發(fa)展家庭養老(lao)(lao)床位(wei)。(省民政廳負責(ze))
(四)托育服務
14.完善托育(yu)(yu)服(fu)(fu)(fu)務供(gong)給(gei)體(ti)系。深入(ru)實施普惠(hui)(hui)托育(yu)(yu)服(fu)(fu)(fu)務專項行(xing)動,多渠(qu)道擴大普惠(hui)(hui)性托育(yu)(yu)服(fu)(fu)(fu)務有效(xiao)供(gong)給(gei)。將托育(yu)(yu)服(fu)(fu)(fu)務納入(ru)全(quan)省民生(sheng)實事項目(mu)大力推(tui)進,每(mei)個縣建設1所80-150個托位的示(shi)范性公辦綜(zong)合托育(yu)(yu)機(ji)構。支持社會力量建設托育(yu)(yu)服(fu)(fu)(fu)務機(ji)構。(省衛健委(wei)、省發(fa)展改革委(wei)按照職責分(fen)工負(fu)責)
15.持續開展托(tuo)育服(fu)務(wu)(wu)試點(dian)示范(fan)活動。深(shen)入推進(jin)(jin)托(tuo)育服(fu)務(wu)(wu)試點(dian)示范(fan)活動,積(ji)極(ji)推進(jin)(jin)全(quan)省(sheng)托(tuo)育服(fu)務(wu)(wu)專業化(hua)、規范(fan)化(hua)建(jian)設。2023年爭取新增10個(ge)省(sheng)級托(tuo)育服(fu)務(wu)(wu)示范(fan)機構,打造1-2個(ge)“山西品牌”托(tuo)育機構,積(ji)極(ji)開展全(quan)國嬰幼兒照護服(fu)務(wu)(wu)示范(fan)城市創(chuang)建(jian)。(省(sheng)衛健委負責)
(五)房地(di)產(chan)業
16.推進“保交(jiao)(jiao)樓、穩民生”工(gong)(gong)作(zuo)。用(yong)足用(yong)好保交(jiao)(jiao)樓專項(xiang)借款政(zheng)(zheng)策(ce)工(gong)(gong)具,加(jia)強專項(xiang)借款資金撥付(fu)使用(yong)管理,協調金融機(ji)構(gou)跟進配套融資,落實階段性稅(shui)收優(you)惠政(zheng)(zheng)策(ce),加(jia)快(kuai)已售(shou)逾期難交(jiao)(jiao)付(fu)商(shang)品住宅項(xiang)目及(ji)時(shi)建設(she)交(jiao)(jiao)付(fu),穩妥化解房地產企業風險。(省住建廳、省財政(zheng)(zheng)廳、省稅(shui)務(wu)局(ju)、人行太原(yuan)中心支行、山西銀保監局(ju)按(an)照職責分工(gong)(gong)負責)
17.推動(dong)(dong)住房(fang)(fang)消費健康發展。因城施策,支持新市民(min)、青年人的首套剛(gang)性(xing)住房(fang)(fang)需求,鼓勵(li)以(yi)舊換(huan)(huan)新、以(yi)小換(huan)(huan)大、生(sheng)育多子女家庭(ting)等改(gai)善性(xing)住房(fang)(fang)消費,促進商品房(fang)(fang)銷售市場(chang)(chang)企穩回暖。探索長租(zu)房(fang)(fang)市場(chang)(chang)建(jian)設,增加保障性(xing)住房(fang)(fang)供給(gei),推動(dong)(dong)房(fang)(fang)地產(chan)業向新發展模式平穩過(guo)渡。(省住建(jian)廳負責)
三、推動生產性服務業提升發展
(六)交通運輸
18.強化交(jiao)通運(yun)輸保(bao)障(zhang)。做好能源物(wu)資(zi)公路運(yun)輸保(bao)障(zhang),提升(sheng)“公轉鐵(tie)”承接能力,培育(yu)多式聯(lian)運(yun)示范工程,積極開發公鐵(tie)多式聯(lian)運(yun)產品(pin),強化大宗貨(huo)物(wu)輸出能力。持續促進網(wang)絡貨(huo)運(yun)健康發展,推進網(wang)絡貨(huo)運(yun)信(xin)息監(jian)測系(xi)統建(jian)設(she),提高網(wang)絡貨(huo)運(yun)車、貨(huo)平臺交(jiao)易(yi)比重,2023年(nian)末網(wang)絡貨(huo)運(yun)營業額達到1200億元。(省交(jiao)通廳、太原(yuan)鐵(tie)路局按照職責分工負(fu)責)
19.促進航(hang)空運輸發(fa)展。打(da)造連接(jie)國(guo)內(nei)主要樞紐機場間的(de)空中快線(xian),有效(xiao)提升并滬快線(xian)服務功能。盤活基地航(hang)空公司市場份額。努力開辟國(guo)際航(hang)線(xian),精準(zhun)把握(wo)太(tai)原(yuan)機場國(guo)際貨(huo)運市場方向,穩步開拓國(guo)際貨(huo)運航(hang)線(xian)。(省交通廳負責)
20.優化現代物流(liu)(liu)體系。圍繞提質、降本、增(zeng)效(xiao)目(mu)標,著力提升樞紐網(wang)絡服(fu)務能級和物流(liu)(liu)主(zhu)體競爭(zheng)力,加快(kuai)物流(liu)(liu)數字(zi)化轉型和智慧化改造。大力發展(zhan)專業化物流(liu)(liu)、跨境物流(liu)(liu)、冷鏈(lian)物流(liu)(liu)、電(dian)商物流(liu)(liu)、供應鏈(lian)物流(liu)(liu)、應急(ji)物流(liu)(liu)等(deng)(deng)重(zhong)點行業,推動發展(zhan)無人(ren)配送(song)、分時配送(song)、共同配送(song)、多(duo)式聯運等(deng)(deng)運輸方式。開展(zhan)農村寄遞(di)物流(liu)(liu)服(fu)務全覆蓋(gai)提質工(gong)程,持續構建(jian)開放(fang)惠民、集約共享、安全高效(xiao)、雙(shuang)向暢通的農村寄遞(di)物流(liu)(liu)體系。(省(sheng)工(gong)信廳、省(sheng)交通廳、省(sheng)發展(zhan)改革委、省(sheng)商務廳、省(sheng)郵政管理局按照(zhao)職責分工(gong)負責)
