山西(xi)省推進(jin)服務業提質增(zeng)效(xiao)2023年行動計劃

為(wei)全面深入貫徹落實省委(wei)、省政(zheng)府(fu)關于服務業發(fa)(fa)展的決策部署,加快(kuai)促進服務業穩(wen)定(ding)恢復(fu)發(fa)(fa)展,增(zeng)強經(jing)濟發(fa)(fa)展內生動力,結合實際制(zhi)定(ding)本行動計(ji)劃。

一、總體要(yao)求

堅持以習(xi)近(jin)平(ping)新時代中國特色(se)社會主義思想為指(zhi)導,全(quan)面貫(guan)徹落實黨的二十大精(jing)神(shen)和習(xi)近(jin)平(ping)總書記考察(cha)調研山西(xi)重(zhong)要講話重(zhong)要指(zhi)示精(jing)神(shen),堅持穩中求(qiu)(qiu)進(jin)工(gong)作總基調,按照加快推動高質量發展(zhan)的要求(qiu)(qiu),聚焦(jiao)提(ti)振微觀(guan)主體信(xin)心,加快促進(jin)生(sheng)活性服務(wu)業(ye)(ye)恢復發展(zhan),在更(geng)廣范圍激(ji)發市場活力;聚焦(jiao)產業(ye)(ye)轉型(xing)升(sheng)級需求(qiu)(qiu),著(zhu)力推動生(sheng)產性服務(wu)業(ye)(ye)提(ti)升(sheng)發展(zhan),在更(geng)高水平(ping)上支撐制造業(ye)(ye)轉型(xing);進(jin)一步幫助服務(wu)業(ye)(ye)企業(ye)(ye)紓困解難,促進(jin)服務(wu)業(ye)(ye)穩定(ding)增長。

二、促進生(sheng)活性(xing)服務業恢(hui)復發(fa)展

(一)商貿服務

1.加速“煙火氣”回歸(gui)。持(chi)續開(kai)展“晉情消(xiao)(xiao)費(fei)·品(pin)質生活(huo)”系列促消(xiao)(xiao)費(fei)活(huo)動,支持(chi)商(shang)貿零(ling)售、住宿餐飲等重點(dian)領域(yu)消(xiao)(xiao)費(fei),促進汽(qi)車、家電(dian)、家居、油品(pin)等大宗商(shang)品(pin)消(xiao)(xiao)費(fei)。推動夜間(jian)經(jing)(jing)濟發展,修訂完善夜間(jian)經(jing)(jing)濟集(ji)聚(ju)區認定標(biao)準(zhun),建(jian)(jian)立(li)動態調整機制。豐富夜間(jian)文(wen)化(hua)和(he)(he)旅游(you)消(xiao)(xiao)費(fei)供給,打造文(wen)化(hua)特色更加鮮明的夜間(jian)消(xiao)(xiao)費(fei)場景。科學(xue)合理(li)規(gui)劃建(jian)(jian)設各類“煙火氣”空間(jian)場所,持(chi)續推進便(bian)民經(jing)(jing)營點(dian)優化(hua)設置和(he)(he)規(gui)范管理(li),簡化(hua)夜間(jian)活(huo)動審批程序,探(tan)索實行(xing)包容審慎市場監管,不斷優化(hua)夜間(jian)消(xiao)(xiao)費(fei)營商(shang)環(huan)境。借力電(dian)商(shang)平臺(tai)技術、流量、場景和(he)(he)資源優勢,打造“小而美(mei)”網紅(hong)品(pin)牌(pai),提升“人氣”口碑(bei)。(省商(shang)務廳(ting)、省住建(jian)(jian)廳(ting)、省文(wen)旅廳(ting)、省市場監管局按(an)照職責(ze)分(fen)工負責(ze))

2.加快住宿餐(can)飲(yin)恢復發展。繼(ji)續開(kai)展“品(pin)鑒(jian)山(shan)(shan)西(xi)美食·晉(jin)享山(shan)(shan)西(xi)味道(dao)”餐(can)飲(yin)品(pin)牌推廣活(huo)動,舉辦中國山(shan)(shan)西(xi)面食文化(hua)節,制作(zuo)山(shan)(shan)西(xi)美食大全,打(da)造(zao)山(shan)(shan)西(xi)美食旅游路線。鼓勵傳統餐(can)飲(yin)企業加強與互聯(lian)網訂餐(can)平臺(tai)合作(zuo),推廣“中央廚(chu)房+線下配送”等經營(ying)模式。以旅游、會展等活(huo)動為契機,完善服務供(gong)應鏈條,拉(la)動餐(can)飲(yin)業和住宿業市(shi)場需求。(省商務廳負責)

3.加(jia)快推(tui)進消(xiao)(xiao)費(fei)(fei)(fei)場景和平臺創建。支持太原、大(da)同打造區域(yu)消(xiao)(xiao)費(fei)(fei)(fei)中(zhong)心城(cheng)市。推(tui)動太原市鐘樓街(jie)(jie)(jie)、忻州(zhou)古城(cheng)步行街(jie)(jie)(jie)創建國家級示范(fan)步行街(jie)(jie)(jie),加(jia)快中(zhong)正天街(jie)(jie)(jie)、長治市城(cheng)隍廟等省(sheng)級步行街(jie)(jie)(jie)提升品(pin)質。在全(quan)省(sheng)開展步行街(jie)(jie)(jie)(商(shang)圈)促消(xiao)(xiao)費(fei)(fei)(fei)活(huo)動,發(fa)(fa)揮9條省(sheng)級步行街(jie)(jie)(jie)(商(shang)圈)的消(xiao)(xiao)費(fei)(fei)(fei)主陣地(di)作用,激發(fa)(fa)城(cheng)市消(xiao)(xiao)費(fei)(fei)(fei)新活(huo)力。抓好(hao)晉(jin)中(zhong)、忻州(zhou)、朔(shuo)州(zhou)等省(sheng)級“一(yi)刻鐘便(bian)民生活(huo)圈”試點(dian)建設。(省(sheng)商(shang)務廳負責)

4.推(tui)進縣域商(shang)業體(ti)(ti)系(xi)建(jian)設(she)。補齊商(shang)品市場(chang)短(duan)板(ban),支持20個(ge)(ge)縣(市、區)推(tui)進縣域商(shang)業體(ti)(ti)系(xi)建(jian)設(she),新(xin)建(jian)或(huo)改造(zao)鄉鎮商(shang)貿中(zhong)心10個(ge)(ge)、縣級物流(liu)配送中(zhong)心10個(ge)(ge),推(tui)進公益性大型農(nong)(nong)(nong)貿市場(chang)建(jian)設(she)。引導郵(you)快(kuai)(kuai)、交(jiao)快(kuai)(kuai)、快(kuai)(kuai)快(kuai)(kuai)深度合(he)作,推(tui)動(dong)100個(ge)(ge)鄉村(cun)e鎮全部建(jian)成運營,構建(jian)“產業+電商(shang)+配套”生態,推(tui)動(dong)農(nong)(nong)(nong)村(cun)電子商(shang)務(wu)體(ti)(ti)系(xi)和快(kuai)(kuai)遞物流(liu)體(ti)(ti)系(xi)貫(guan)通發展。(省(sheng)商(shang)務(wu)廳(ting)(ting)、省(sheng)農(nong)(nong)(nong)業農(nong)(nong)(nong)村(cun)廳(ting)(ting)、省(sheng)交(jiao)通廳(ting)(ting)、省(sheng)郵(you)政管理局(ju)按照職責分工負(fu)責)

5.推(tui)(tui)動(dong)家(jia)(jia)政(zheng)(zheng)服(fu)務(wu)(wu)提質(zhi)擴容。持(chi)續開展“家(jia)(jia)政(zheng)(zheng)興農”行動(dong),指(zhi)導各(ge)地落實(shi)家(jia)(jia)政(zheng)(zheng)服(fu)務(wu)(wu)領域助企(qi)紓困(kun)政(zheng)(zheng)策,做好家(jia)(jia)政(zheng)(zheng)服(fu)務(wu)(wu)脫(tuo)貧和返貧風險(xian)人員穩崗(gang)(gang)返崗(gang)(gang)。提升家(jia)(jia)政(zheng)(zheng)服(fu)務(wu)(wu)業企(qi)業運行管理水(shui)平,強化家(jia)(jia)政(zheng)(zheng)服(fu)務(wu)(wu)業企(qi)業的品牌建設、標準化推(tui)(tui)廣、誠信體(ti)系建設,推(tui)(tui)動(dong)家(jia)(jia)政(zheng)(zheng)服(fu)務(wu)(wu)業高質(zhi)量發展。(省商務(wu)(wu)廳負(fu)責)

(二)文化旅游體育

6.提振文旅市場。持(chi)續實施“好(hao)鄰居多走動”活動,深化與重(zhong)點客(ke)源(yuan)地交流,積極融入京津冀“朋(peng)友圈”,在長三角、珠三角、粵港澳(ao)地區(qu)打響(xiang)山西文旅品牌。加快推(tui)進保險代(dai)替保證(zheng)金試點工作,促進出入境旅游有序恢復。開展“引客(ke)入晉”旅行社獎勵,依據旅行社接引游客(ke)數(shu)(shu)量(liang)、游客(ke)參觀(guan)景(jing)區(qu)數(shu)(shu)量(liang)及留晉天數(shu)(shu)分梯(ti)次兌現獎金,引導旅行社優(you)化服務水平,提高接引游客(ke)能力。(省(sheng)文旅廳負(fu)責)

7.加快景(jing)(jing)(jing)區(qu)(qu)(qu)提(ti)質升級(ji)。深入實施龍頭景(jing)(jing)(jing)區(qu)(qu)(qu)梯(ti)次打造培育計劃,推動A級(ji)景(jing)(jing)(jing)區(qu)(qu)(qu)倍(bei)增(zeng)。支(zhi)(zhi)持晉祠天龍山、關帝廟、王莽嶺(ling)景(jing)(jing)(jing)區(qu)(qu)(qu)按(an)序創建(jian)(jian)國家5A級(ji)旅(lv)(lv)游(you)(you)景(jing)(jing)(jing)區(qu)(qu)(qu),支(zhi)(zhi)持喬家大院復牌5A級(ji)旅(lv)(lv)游(you)(you)景(jing)(jing)(jing)區(qu)(qu)(qu)。推進旅(lv)(lv)游(you)(you)景(jing)(jing)(jing)區(qu)(qu)(qu)智(zhi)慧化建(jian)(jian)設,支(zhi)(zhi)持和指導各地(di)區(qu)(qu)(qu)因地(di)制宜(yi)建(jian)(jian)設特色(se)化智(zhi)慧化旅(lv)(lv)游(you)(you)景(jing)(jing)(jing)區(qu)(qu)(qu)。(省(sheng)文旅(lv)(lv)廳負責)

8.推動文(wen)(wen)旅(lv)(lv)(lv)(lv)業態融(rong)合創新發(fa)展(zhan)。扎實推進(jin)文(wen)(wen)旅(lv)(lv)(lv)(lv)康養(yang)(yang)旅(lv)(lv)(lv)(lv)游(you)(you)(you),集中打(da)造(zao)10個文(wen)(wen)旅(lv)(lv)(lv)(lv)康養(yang)(yang)集聚(ju)區(qu),集聚(ju)一批星(xing)級酒店、精品(pin)(pin)民宿(su)、特色(se)文(wen)(wen)創、旅(lv)(lv)(lv)(lv)游(you)(you)(you)服(fu)務、康養(yang)(yang)等市場主體。辦好大同康養(yang)(yang)峰會和晉城康養(yang)(yang)大會,打(da)響“康養(yang)(yang)山西·夏(xia)養(yang)(yang)山西”品(pin)(pin)牌。持續發(fa)展(zhan)休閑旅(lv)(lv)(lv)(lv)游(you)(you)(you),推進(jin)文(wen)(wen)化特色(se)鮮明(ming)的文(wen)(wen)化旅(lv)(lv)(lv)(lv)游(you)(you)(you)休閑街(jie)區(qu)、夜間(jian)文(wen)(wen)化和旅(lv)(lv)(lv)(lv)游(you)(you)(you)消(xiao)費(fei)集聚(ju)區(qu)創建,打(da)造(zao)新型旅(lv)(lv)(lv)(lv)游(you)(you)(you)消(xiao)費(fei)業態。全面(mian)發(fa)展(zhan)紅色(se)旅(lv)(lv)(lv)(lv)游(you)(you)(you)、工業旅(lv)(lv)(lv)(lv)游(you)(you)(you)、鄉村旅(lv)(lv)(lv)(lv)游(you)(you)(you)、研(yan)學旅(lv)(lv)(lv)(lv)游(you)(you)(you)等多(duo)種業態,打(da)造(zao)一批精品(pin)(pin)旅(lv)(lv)(lv)(lv)游(you)(you)(you)線(xian)路,提升文(wen)(wen)旅(lv)(lv)(lv)(lv)產品(pin)(pin)品(pin)(pin)質,形成(cheng)更多(duo)新增長點、增長極。(省(sheng)文(wen)(wen)旅(lv)(lv)(lv)(lv)廳、省(sheng)民政(zheng)廳按(an)照(zhao)職責分工負責)

9.提(ti)升(sheng)旅(lv)游(you)(you)服務質(zhi)量(liang)。實施(shi)旅(lv)游(you)(you)安全質(zhi)量(liang)、服務質(zhi)量(liang)和環境質(zhi)量(liang)“三提(ti)升(sheng)”行動(dong)。強化(hua)A級(ji)景(jing)區動(dong)態管(guan)(guan)理(li)(li),加強對星級(ji)飯(fan)店、旅(lv)游(you)(you)民宿的引(yin)導和管(guan)(guan)理(li)(li),提(ti)升(sheng)標準(zhun)化(hua)管(guan)(guan)理(li)(li)水平。嚴厲打擊“不合理(li)(li)低價(jia)”行為。實施(shi)導游(you)(you)素質(zhi)提(ti)升(sheng)工程,暢通旅(lv)游(you)(you)投訴渠道。推動(dong)山(shan)西文旅(lv)綜合管(guan)(guan)理(li)(li)智慧平臺(tai)建設(she),積極推進以信用監(jian)管(guan)(guan)為基(ji)礎的新型(xing)監(jian)管(guan)(guan)機(ji)制。實施(shi)“滿意在山(shan)西”工程,營造良好(hao)旅(lv)游(you)(you)氛圍。(省文旅(lv)廳(ting)負責(ze))

10.豐富體育(yu)(yu)健身活動(dong)。圍繞重要節(jie)慶和(he)時間節(jie)點(dian),舉(ju)辦(ban)形式多樣、豐富多彩的全民健身系(xi)列活動(dong)。打(da)造群眾身邊體育(yu)(yu)健身圈行(xing)動(dong),加快實施54個(ge)(ge)全民健身場地器材補(bu)短板工(gong)程鄉鎮、街道(dao)項(xiang)目(mu)和(he)20個(ge)(ge)社區全民健身中心項(xiang)目(mu)建(jian)設任(ren)務。(省體育(yu)(yu)局負責)

(三)養老服務

11.推(tui)進基(ji)(ji)本養老(lao)(lao)(lao)服(fu)(fu)務體(ti)系建(jian)設(she)。出(chu)臺(tai)省(sheng)級基(ji)(ji)本養老(lao)(lao)(lao)服(fu)(fu)務體(ti)系建(jian)設(she)實施方案,制(zhi)定全省(sheng)基(ji)(ji)本養老(lao)(lao)(lao)服(fu)(fu)務清(qing)單,推(tui)動各(ge)市出(chu)臺(tai)養老(lao)(lao)(lao)服(fu)(fu)務清(qing)單,健全基(ji)(ji)本養老(lao)(lao)(lao)服(fu)(fu)務制(zhi)度。強化農村(cun)(cun)養老(lao)(lao)(lao)服(fu)(fu)務,開展農村(cun)(cun)區域性養老(lao)(lao)(lao)服(fu)(fu)務中心建(jian)設(she)試(shi)點,抓好(hao)農村(cun)(cun)老(lao)(lao)(lao)年人(ren)日間照(zhao)料(liao)中心運營。(省(sheng)民政廳負責)

12.實(shi)(shi)施(shi)(shi)社區(qu)(qu)(qu)養(yang)(yang)老(lao)(lao)服務(wu)提升(sheng)工(gong)(gong)(gong)程(cheng)。實(shi)(shi)施(shi)(shi)100個城鎮社區(qu)(qu)(qu)養(yang)(yang)老(lao)(lao)幸福(fu)工(gong)(gong)(gong)程(cheng),鼓(gu)勵同步實(shi)(shi)施(shi)(shi)市、縣級(ji)幸福(fu)工(gong)(gong)(gong)程(cheng),提升(sheng)社區(qu)(qu)(qu)養(yang)(yang)老(lao)(lao)服務(wu)設(she)(she)施(shi)(shi)覆蓋率(lv)。在老(lao)(lao)舊小區(qu)(qu)(qu)改(gai)造中,補建改(gai)造一批社區(qu)(qu)(qu)養(yang)(yang)老(lao)(lao)服務(wu)設(she)(she)施(shi)(shi),積極發展社區(qu)(qu)(qu)食堂、老(lao)(lao)年餐廳(ting)(ting)。繼續開展社區(qu)(qu)(qu)養(yang)(yang)老(lao)(lao)服務(wu)“1251”工(gong)(gong)(gong)程(cheng),壯大社區(qu)(qu)(qu)居(ju)家養(yang)(yang)老(lao)(lao)服務(wu)業態,培育養(yang)(yang)老(lao)(lao)服務(wu)品牌。(省民(min)政廳(ting)(ting)、省住建廳(ting)(ting)按照職責分工(gong)(gong)(gong)負責)

13.開(kai)展(zhan)特(te)殊困難(nan)家(jia)庭(ting)適老(lao)(lao)化改(gai)造。針對特(te)殊困難(nan)高齡、失(shi)能(neng)、殘疾老(lao)(lao)年(nian)人需求,推動各地開(kai)展(zhan)特(te)殊困難(nan)家(jia)庭(ting)適老(lao)(lao)化改(gai)造,積極探索發展(zhan)家(jia)庭(ting)養老(lao)(lao)床位(wei)。(省民政廳負(fu)責)

(四)托育(yu)服務

14.完善托(tuo)(tuo)育(yu)(yu)服(fu)務(wu)供給體系。深(shen)入實施(shi)普惠(hui)托(tuo)(tuo)育(yu)(yu)服(fu)務(wu)專(zhuan)項行動(dong),多渠(qu)道(dao)擴大普惠(hui)性托(tuo)(tuo)育(yu)(yu)服(fu)務(wu)有效(xiao)供給。將托(tuo)(tuo)育(yu)(yu)服(fu)務(wu)納入全省民生實事項目大力(li)推(tui)進,每個(ge)縣建設(she)1所80-150個(ge)托(tuo)(tuo)位的示范性公辦綜(zong)合(he)托(tuo)(tuo)育(yu)(yu)機構。支持社會力(li)量(liang)建設(she)托(tuo)(tuo)育(yu)(yu)服(fu)務(wu)機構。(省衛健委、省發展改革委按照職責分工負責)

15.持續開(kai)展托育(yu)(yu)服(fu)(fu)務(wu)(wu)試點示范(fan)活動。深入推進(jin)(jin)托育(yu)(yu)服(fu)(fu)務(wu)(wu)試點示范(fan)活動,積(ji)極(ji)推進(jin)(jin)全(quan)省托育(yu)(yu)服(fu)(fu)務(wu)(wu)專業化(hua)(hua)、規范(fan)化(hua)(hua)建(jian)(jian)設。2023年爭取(qu)新增10個省級托育(yu)(yu)服(fu)(fu)務(wu)(wu)示范(fan)機構(gou),打造1-2個“山西品牌(pai)”托育(yu)(yu)機構(gou),積(ji)極(ji)開(kai)展全(quan)國嬰幼兒照護服(fu)(fu)務(wu)(wu)示范(fan)城市創建(jian)(jian)。(省衛(wei)健委(wei)負(fu)責)

(五)房地產業

16.推進“保交(jiao)樓、穩民生(sheng)”工(gong)作。用(yong)(yong)足用(yong)(yong)好(hao)保交(jiao)樓專(zhuan)項借(jie)款(kuan)政策工(gong)具(ju),加強專(zhuan)項借(jie)款(kuan)資金(jin)撥(bo)付(fu)使用(yong)(yong)管理(li),協調金(jin)融(rong)機構跟進配(pei)套融(rong)資,落實階(jie)段性稅收優惠(hui)政策,加快已售逾期(qi)難(nan)交(jiao)付(fu)商品住宅項目及(ji)時建(jian)設交(jiao)付(fu),穩妥化解房地產企業風險(xian)。(省(sheng)住建(jian)廳(ting)、省(sheng)財政廳(ting)、省(sheng)稅務局、人行(xing)太原(yuan)中心支行(xing)、山(shan)西(xi)銀(yin)保監局按(an)照職責分(fen)工(gong)負責)

17.推動(dong)住(zhu)(zhu)房(fang)消(xiao)費健康發展。因城(cheng)施策,支(zhi)持新(xin)市(shi)民、青(qing)年人的首套剛性(xing)住(zhu)(zhu)房(fang)需求,鼓(gu)勵以舊(jiu)換新(xin)、以小(xiao)換大(da)、生育多子女家(jia)庭等(deng)改善性(xing)住(zhu)(zhu)房(fang)消(xiao)費,促(cu)進商品房(fang)銷售市(shi)場企穩回(hui)暖。探索長租(zu)房(fang)市(shi)場建設,增加保(bao)障性(xing)住(zhu)(zhu)房(fang)供(gong)給,推動(dong)房(fang)地產業向新(xin)發展模式平穩過(guo)渡。(省住(zhu)(zhu)建廳負責)

三、推動生產性(xing)服務(wu)業提升發(fa)展

(六(liu))交通運輸

18.強化(hua)交(jiao)(jiao)通運(yun)(yun)輸(shu)(shu)保障。做好能(neng)源物資公路(lu)運(yun)(yun)輸(shu)(shu)保障,提升“公轉鐵(tie)”承接能(neng)力,培(pei)育多式聯(lian)運(yun)(yun)示范工程,積極開發公鐵(tie)多式聯(lian)運(yun)(yun)產品,強化(hua)大(da)宗(zong)貨物輸(shu)(shu)出能(neng)力。持(chi)續(xu)促進網(wang)絡(luo)(luo)貨運(yun)(yun)健康發展,推進網(wang)絡(luo)(luo)貨運(yun)(yun)信息監測系統建(jian)設,提高網(wang)絡(luo)(luo)貨運(yun)(yun)車、貨平臺交(jiao)(jiao)易比重(zhong),2023年末網(wang)絡(luo)(luo)貨運(yun)(yun)營業額達到1200億元。(省交(jiao)(jiao)通廳(ting)、太原鐵(tie)路(lu)局按照(zhao)職責分工負責)

19.促(cu)進航空運輸發展(zhan)。打造(zao)連接(jie)國內(nei)主要(yao)樞紐機場間(jian)的空中(zhong)快(kuai)線(xian),有(you)效(xiao)提升并滬快(kuai)線(xian)服務功能。盤活(huo)基地航空公司市場份額。努(nu)力開辟國際(ji)(ji)航線(xian),精準把握太原(yuan)機場國際(ji)(ji)貨運市場方向,穩步(bu)開拓國際(ji)(ji)貨運航線(xian)。(省交(jiao)通廳負責)
